The quote, from Document I "The Republic Cannot Survive with Catiline in it!", means that the republic is in danger because Catilin's army is heading to Rome and planning to leave it in ruins. Also, this means that Catiline was planning to destroy Rome, like Cicero said, and the picture shows Catiline's army causing mayhem in the city.
